HolderSean Ball, CCE

Sean Ball currently holds the position of Community Relations Director for Community Solutions, Inc.  He previously served as the Reparative Program Coordinator for the Vermont Department of Corrections.  Ball is a member of the American Correctional Association, NJACA, Correctional Accreditation Managers Association, and the American Probation and Parole Association.  Ball received a Bachelor of Science degree from LaSalle University and a certificate in Conflict Management Studies from Cornell University.  He holds certification by the ACA Commission on Correctional Certification as a Certified Corrections Executive (CCE).  Additionally, he serves as an Auditor for the Standards and Accreditation Department of the American Correctional Association.


Celeste Bettino

Celeste Bettino

Celeste is a graduate of the College of New Jersey.  She has been employed by the State of New Jersey since 1976.  Her first assignment was with the Division of Criminal Justice and then with the Department of Corrections.  She is currently assigned to the Juvenile Justice Commission as a Budget Analyst in Fiscal Operations.  As a member of the NJACA conference staff, Celeste coordinates the vendor booth selling books and T-shirts for the NJACA.



HolderRobert Coughlin
Robert Coughlin has been a member of ACA since 1983. Mr. Coughlin as served as the Director of the Ocean County Department of Juvenile Services from 1983 to the present. Before joining the correctional community, Mr. Coughlin had previously spent 11 years of service in law enforcement.

A veteran of the United States Air Force, Mr. Coughlin possesses a Bachelor of Arts degree in Criminal Justice from Richard Stockton State College, and a Master of Arts degree in Human Resources Management from Pepperdine University. He has been an adjunct Assistant Professor at Ocean County College for 20 years and is a certified instructor with the Police Training Commission. He has served on the Executive Boards of the New Jersey Juvenile Detention Association and the New Jersey Criminal Justice Educators Association. He is a member of the Correctional Education Association, the Academy of Criminal Justice Sciences, and the National Council of Juvenile and Family Court Judges. He is the recipient of the 1996 NJJDA Presidential Award for service to the association.



Anthony Falcone

Anthony Falcone

Anthony is the Director of the Office of Community Programs, Division of Programs and Community Services, New Jersey Department of Corrections (NJDOC).  Anthony started his correctional career with the Atlantic County Jail in 1992 as the Inmate Advocate.  Within two months he was promoted to the Director of Inmate Services at the jail.  He worked in that capacity until July 2002 when he was hired by NJDOC as the Director of Community Programs.  During his employment at the Atlantic County jail he initiated several programs, including a Systems Review Board which brought the jail together with county, state and private providers on a monthly basis to discuss areas of common concerns and specific cases shared by all at the table. This board opened up the line of communications between the jail and outside agencies. Mr. Falcone was one of the key people to develop and implement the first Boot Camp in the state of New Jersey, at the Atlantic County Jail.  This program was based on the State of Maryland’s Boot Camp model and later became the model used by NJDOC. 

Anthony is a graduate of Glassboro College (Rowan), Glassboro, New Jersey where he received his Bachelors Degree in Psychology; he earned his Masters Degree in Public Administration from Rutgers University. He completed a Certified Hostage Negotiations Course given by the FBI; he is a certified instructor with the Police Training Commission and has attended many leadership courses at the National Institute of Correction in Longmont Colorado. A veteran of the United States Air Force, Mr. Falcone is very active in his community and church.  He has held public office as a Councilman and Deputy Mayor, he is a Eucharistic Minister in his church and is an active member of numerous community organizations, such as, Kiwanis, LIONS Club, Masons, American Legion and the Sons of Italy, to name a few. 


Dr. Flint

Charley B. Flint, Ph.D.

An activist and scholar, Charley is a Professor of Sociology at William Paterson University where she is also coordinator of the Criminal Justice Program.  She is an active scholar in her field, having published in scholarly journals, given papers at professional meetings and other conference, been interviewed on various television and radio programs as well as by several newspapers, and is involved in many professional and community organizations.  She is currently president of the Board of Trustees of the New Jersey Association on Corrections and past treasurer of the New Jersey Association of Criminal Justice Educators.
